On envoie un email d'accusé de réception 15 minutes après le dernier ajout d'un fichier dans une demande d'éval.
Cette PR embarque également la correction d'un bug : lors d'une demande d'éval créée par un porteur de projet, on n'envoyait pas l'email de confirmation à la bonne adresse.
